Retirement Visa to Permanent Residence?

Hi!
I have been discussing this with an Australian friend of mine: He has been in LOS on a retirement visa for 3 years now, and he says he will change that to permanent residence soon.
Can he really do that? And how?
He is not married and has no regular pension, just the necessary 800K in the bank.
I was wondering if anybody on this forum can help,
